The FUSE (Frequent User Systems Engagement) program is a catalyst for system change, addressing the frequent user issue by providing targeted, cost-effective solutions for chronically homeless individuals who repeatedly rely on high-cost public services.
As part of this initiative, Cross Park Place serves as a demonstration project for the state of Iowa, developed by the Collaboration Committee of the Johnson County Local Homeless Coordinating Board. The project integrates FUSE and Housing First models, two nationally recognized approaches proven to reduce homelessness, lower costs, and improve lives.
Through a Housing First approach, this initiative provides permanent housing solutions for the community’s most vulnerable individuals—ensuring stability, reducing public costs, and fostering long-term well-being.
